I have installed it in a Dropbox folder called 98. Programs Folder

May be the reason is that in portable version setup (downloaded rar), it still store tags.wft in "application data" folder on your system.

So, copy files tags.wft and tags.~wft from this folder in TF folder

now change values in TaggedFrog.exe.config file in TF folder as follows -

      Portable value="true"
      ZeroFootprint value="true"

If these values already true in your file then definitely there is some other problem.]]></description>

I can't remain the file because it has the same name as the other file. Was I to override the existing file with that name? I instead just moved the file Tags.~wft temporarily to another directory but this did not solve the problem.]]></description>
